No, you are required to fly a country's flag after clearing in. Some countries are very particular about this.

Hello BlackOak! Just don't use a flag that is Black background, with a white Skull and Cross Bones on it. Most countries do not have a sense of humor when they see this flag; I often wondered why!

Countries differ in this. Many require the courtesy flag when you're in their waters. Some, such as the Bahamas do not want the courtesy flag shown until after you've cleared in, i.e. granted "free pratique". Before clearing in the "Q" flag should be shown.
