For barnacles, we use scrapers, as for applying dry wall goop, or wide putty knives. Have had good results with products designed to clean tiles in bathrooms, as well, which contain both bleach and lye (sodium hydroxide) on hypalon. Still learning about PVC...

For hypalon try Fairy Power Spray (available in the UK). It's a burnt on food dissolving spray for pans and ovens. An unpleasant cocktail, nasty to the hands, but it does work. I've not tried the TFR mentioned above though. Maybe a treatment with both is a good idea.
