Icom ah-4 tuner not tuning

I have an icom 7200 radio and icom ah-4 tuner with radials. The icom service center checked out the tuner and it was ok. I reinstalled it...it won't tune. I do hear the relays trying to tune. I'm on the hard right now...could that affect the ground not having the boat in the water?

Check your antenna connections. Try tuning a higher frequency. I remember a boatyard in Turkey where I ran a ground wire to the cyclone fence and got great results.
