Buying in France, how to register

I want to buy a boat in France to cruise the canals.

1. How do I register the boat since I live in the US?
2. Can I register it in the US ? If I register it in France is that legal? what do I do for an address?

3. What about VAT, do I have to pay it when I buy the boat?

I know that in many EU countries a non-EU person cannot register a boat.

You can buy a new boat ex vat and register/document it with US coast guard and sail it with US flag but you can only stay there ex many days(180) and you have to leave the EU waters or pay a fine and VAT. Since you are looking for a canal boat I don't think it's doable unless you sell before your time expires.
