Rode locker question

I was wondering if anyone had a good explanation why the windlass might feed chain directly to the bow hull rather than empty into a perfectly good rode locker?

A chain locker should drain overboard rather than into the bilge. Otherwise, you get a fair amount of sand and mud into the bilge when chain comes back aboard.
