What kind of nesting, sailing dinghy did I just purchase?

I've been wanting to get myself a little dinghy for use as a cruising tender and sail toy. I lucked out and found this one locally.

It's mostly complete, with the exception of the running rigging.

Firstly, anyone know who might have made this? It's all fiberglass, so most likely not a DIY. I suppose based on the appearance it's just a unique sabot, I wasn't able to turn up any nesting sabots online.

Secondly, the top of the mast is hollow (see third photo) - is there a collar missing, or do the halyard/luff line generally use hook-in blocks?
