Swim Platform / Davit hydraulic actuator stuck.

I have just powered up the hydraulic motor for the davit / swim platform but one actuator is not moving. It looks as though there is a balance valve on the cylinder. I'll attach a photo of the actuator.
note: It's the wider, shorter throw one with the valve thingy on the side.

One actuator raises and lowers the platform and the other one keeps it level as it is being raised so I am guessing both actuators are usingthe same feed and moving at exactly the same time.

There's no fluid leaks. I have tried revesing the lines just in case I misconnected them.. no luck

Next up - I'm thinking of pulling the acuator out and having it serviced unless some bright spark knows of other tests I should be conducting first & no I've not given it a good ole whack with a hammer ... yet

If anyone knows the brand of this davit system please let me know so I can do a deeper dive.
