Forgive me probably repeating the experienced before me. Accumulator. Mines quite big. The faucet and pump hold the pressure in a simple system. The two speed pump folks have a different experience I may not understand. The accumulator is a one tank reservoir. The pressure on it is not a pump membrane or a cone valve. There is not reason for the pump to run if all the fittings tanks hoses are good. When the one way valve opens the pump runs to maintain great pressure. The water heater tank is another accumulator of sorts.
I am not aware of a new boat without one from fist size on pocket cruisers to 55 gallons ocean freighters.

One way is to plug or valve the output of the pump, right at the pump and see what it does. If it's still doing it, it is internal of the pump.
