Hot water pressure but not cold

May be a coincidence, but when my starboard water tank ran dry we no longer had cold water. No air, no sputter. It's the original pressurized water system on a 1987 Pearson 31. The port tank is full and the hot water pressurizes and runs with no problems, but can't get cold. Closing the valve to the empty tank (just upstream of the pump) didn't help. Am I missing something, or is there just a blockage in the line. I'm flummoxed.

Sounds like you have water in the hot tank but no storage tank water feeding it. Clogs often occur at the manifold/value location - remove and clean and it should work fine

I noticed black spots in the full tank which fits into your scenario; clean tank emptied first, full tank clogged at manifold, with some water still in the hot water tank. Thanks so much for the help.

I haven't got around to fully inspecting the system so we haven't been drinking the fresh water.
