Probably not fixable, but...
It seems it's not possible to insert mailto: links which include a subject line.

notify us <- that should be a link to ChartViewer@noaa.gov?subject=Chart%20Viewer%20error%20notification

Trying this using the mailto button...

voila, silly but there you have it.

The one you made works for me. It pops up Outlook and I can type the message.

You would have to ask Andy to enable HTML code so that you can manually enclose the tags for the e-mail addy w/subject. By default this option is off. The bulletin board code doesn't know how to do anything but parse the e-mail address and the ? seems to be unrecognized as part of the e-mail address so everything after that gets chopped off.

That's pretty much what I figured, KnottyBuoyz. Just thought I'd mention it in case it was something that could be configured.
