Officials investigating bridge-boat mishap

They've already ruled out charging either the bridge operator (25 yrs experience) or the boat operator, but who's going to pay for the new 55' (16.75m) mast on the 44' (13.4m) Marijke IV?

Interesting, more like incredulous, that the bridge operator or her personal insurance would be held liable if she is found to be at fault. Can this be true!?

I noticed that too. The only thing I could think of is that she privately contracts to operate the bridge rather that being a gov't operation.
