You can't. And depending upon the fouling conditions where your boat lives, simply "rubbing with your hand" may not be sufficient to clean them. Unless you are willing to get into the water to do it...

The screw attachment is not the only contact point for this style of anode. It mounts on a cone-shaped nut and much of the nut is in contact with the anode.

I suggest you always clean your hull with the softest media possible. This is the way to make your anti fouling paint perform well throughout its lifespan, as well as extending its lifespan. But...

"Scraping" any growth off is not the best way to maintain your anti fouling paint. If it requires scraping, you have waited too long to clean it.

I have a can of it about 20 miles away from me right now. Unfortunately, I have spent several hours shopping for it in Alameda, only to find it apparently is unavailable in California anymore.

This appears to be result of something being discharged from the thru-hull (typically soap or detergent) and coating the paint, IMHO. Happens a lot with galley sink drain thru-hulls.

What you are experiencing is "burnback" and it is caused by the anti fouling paint reacting with an improperly primed metal fitting. Relatively common phenomenon.

Paint in good condition and not overly foul, figure an experienced diver will need about a minute a foot for cleaning. Really foul bottoms and/or anode installations add time.

Anti fouling paint will not eliminate fouling growth, only retard it....
