You are right. The RF base unit must be present for the wireless remote to work. The base unit looks like this:

There are mainly 2 types of connections for Seatalk-1. One is a plastic 3 terminal connector with a curved shape. Also, some connections are made with wires in screw or spring terminals. Typical wire...

I am not the OP but the remote is compatible if the AP is on a Seatalk-1 network. The remote uses Seatalk-1 to communicate with the AP and other instruments.
