The Exchange policies are based on the county you live in and not the state. That's more fragmented and limits competition more than the current system of insurance, IMHO.

SBI will help you with the paperwork if you want to become a Florida resident. Having an SBI address does not automatically make you a Florida resident.

As I understand it, and I could be wrong, ACA exchange plans won't cover you outside of your COUNTY much less outside the US.
