There must be something else going on. You need to test with the actual equipment. I can start one with a Mastervolt 4.5Kw inverter.

I agree a VFD may be the best solution for the O.P. It will allow the motor to start with almost no peak amp load. A soft start unit will reduce peak loads by a third or so, so might work fine too. ...
