That would probably have blown the fuse if it was not already bad.

Blown fuses in multimeters happen frequently.

To test the fuse, you must remove it from the meter, then set the meter to Ohms...

Looks like you are doing it correctly.

With the panel in some sun:

Try touching the solar panel leads together, there should be a little spark as they touch.

Try a small 12v light-bulb...
