Another point of view:
Stand-on vessel must mantain it's course and speed, so it's burdened ie has no rights to change anything.
Give-way vessel can choose almost any reasonble manouver they like...

Maybe"we" should do figure eights inside the breakwater time to time with signaling our manouvers just to educate others :D

It's not so often such situation arises (need to manouver against the expected way) that it would be a burden. It would also be a foreseeable situation. If there's a hurry you blow the horn, one...

Signal flag, E to starboard I to port. Better than VHF,everyone to see even paddle boards. Every boat should have a watch who knows the regulations.

Dunno if the calculating percentages works the same way as "right of way" but looks to me that 100% don't regard "right of way" proper concept. Thou about 15% agrees which makes a total of 115%...

And it has nothing to with democracy or voting even if the poll results would be reversed. The Colregs are the rules.

"right of way" stands only when there's nothing else anywhere in sight, and thus there's no need to cover such occasion in the Colregs.. IMHO of course
