Yes they do and it is a common source of leaks. They need to be resealed from time to time. For safety and convenience they are often placed above the water line. That way they can be cleaned...

To "PRIME THE PUMP" the pump needs to suck water from the seacock to the raw water pump. That's it.

IF YOU NEED TO DO ANYTHING TO PRIME THE RAW WATER INTAKE, EXCEPT START THE ENGINE, THERE IS A PROBLEM WITH YOUR COOLING SYSTEM. COMPENSATE FOR THOSE PROBLEMS AT YOUR ENGINES OWN RISK.

If there is a siphon break on the intake side of the raw water pump it will never prime. Siphon breaks are between the exhaust manifold and water injection elbow.

With a worn pump there won't be 3 feet of water in the siphon break, it would have drained out. With 3 feet of water in the uphill and downhill side of the siphon break there will be zero head. ...

The pump would have to be extraordinarily worn not to prime. There would be no head caused by an empty siphon break or full siphon break. The bottom line is that if your water intake system won't...

If your pump wont self prime you have air leaks or collapsed hose, eternal or internal. The intake hose from seacock to pump should be wire reinforced to prevent collapsing.

Sounds like the inlet and outlet hoses were crossed or hooked up backwards. Sucked air from the exhaust outlet.
