Fred, the info above given by Pagan Ways is Completely Wrong....100% wrong. First TIP, Second TIP...none of that matters in your situation as a sell or to a buyer.

It doesn't work that way because an owner isn't going to cancel the TIP until the sale goes through AND the new owner can't get a new TIP until they own the boat. And the current owner doesn't want...

That's a disaster waiting to happen since the owner listed on the TIP is the one who has to cancel the TIP because one of the restrictions of a TIP is that the Boat can Not be sold!!!

First you don't "buy a boat in Mexico".
That is important to understand, ALL of the paperwork happens outside of Mexico and no money changes hands in Mexico...it is an offshore sale/transfer.
