Jimbo485, I basically agree with you and we did the same when outside the USA. Just don't try it here if you visit as you will be stopped and fined everywhere you go.

USCG rules say kids under 13 must wear a PFD when underway unless in an enclosed portion of the boat. Underway does not include anchoring for PFD use. Unfortunately, as with many things, the states...

I'm not sure there are any currently available inflatable PFDs that are CG approved for children's use.
