Nope. "AS IS" is an utterly meaningless boilerplate phrase. It does not give any party to the transaction any additional or lessened rights and obligations.

If you make an offer and the seller accepts but modifies the terms then that is a counteroffer, not an acceptance. I would assume the seller just used poor terminology and means that he/she accepts...
