Yes, they do "spray" plastics.
The point is, no one PLASMA sprays plastics. Plastics are normally used in powder coating. Totally different.

I'm confused here, as usual. PLASMA spraying involves basically trickling metal DUST into an acetylene torch flame, turning the metal dust into metal plasma, which then condenses and forms new metal...

That's probably the crux of it. Instead of using some kind of "plastic" (i.e. latex) binder that water-evaporates and leaves the copper content painted on the hull, they are doing plasma...
