I'm no expert in these things, but that looks an awful lot like an older MacGregor 25.

A similar capsize took place in 2002 on Lake Champlain. Big bunch of people up on deck of a Mac26, no water in the tanks, watching fireworks. Apparently everyone moved to one side and over they went....
