The bottom clevis and arm do not rotate. The drum and top clevis rotate. Not sure what you are asking but I hope this helps.

Your sail would need a wire luff. This replaces the headstay and is often used for a staysail. It came from a 32' cutter. I believe the name brand is Seaway but not 100% sure.
