Or, instead of a bucket-catchment (assuming this is a deck scupper), perhaps it is to block the flow of water. Maybe there's a piece that slides through the base of the white half moon and goes up...

Maybe something to break up the flow out of the thru-hull so that it isn't as loud, for example an air conditioning discharge? What is the thru-hull for? I think the boarding ladder bracket idea...
