The first part states that the entire chapter applies to foreign vessels, the second photo shows only one other section of that chapter. I did not photograph every section of exemptions. So yes...

Federal Law not state law. I provided photos of the appropriate Code of Federal Regulation covering this.
Does not Federal Law supercede State Law ?

I can't find that in Title 46 CFR. Do you have the citation ?

Title 46, Code of Federal regulations exempts all foreign flagged vessels from all state registration regulations as long as your boat complies with the regulations of your homeland.
