The very definition of poor seamanship.
They knew there were hazards - they chose to ignore those hazards - a life was lost.

The speed was to fast to avoid collision with the lookouts they had.


A safe speed would be the one where they could, with adequate lookouts, avoid collision.

Is a VOR boat a recreational boat or are they out making a living themselves?

If the above comment of unlit vessel is true it sadens me that so called professionals can't abide by simple rules...
