Certainly would on our vessel - 1750rpm is full noise.
Fwiw we never back down, let weight of boat, wind and tide do the set but I realise some anchors need all the help they can get.

Without wanting to start a war I am thinking the op has a borderline or dare I say undersized windlasss.
Many many many manufacturets/owners seem to get one that fits boat/budget and do the same...

I would have thought if you were using it beyond its rated capability the clutch would slip (we never crank it down super tight) or the breaker would pop.

Even on our boat weighing in at 70tonne...
