I'm far from convinced that this is a bug.
The chart outline, defined by the PLY-points in the text header of the kap-file, does not cover the whole chart picture. Adjust this and test again.

The projection of your maps are NZTM2000, a version of UTM.
map2kap probably don't recognize this and treats the charts as a Mercator. To really know, I have to see the text header of your kap file....

I have never used Ozi at all. The script was based on available documentation of the map format, and worked for my own limited needs. I have never seen any documentation on the Ozi format for layers....
