1 If you change EU Flag in USA Flag, as you should do, YES

2 If you like to keep it in EU more than 18 months YES

3 If you will have a non-EU Flag, you'd better to buy a non-VAT boat, as anyway...

For this scenario you have to keep the old EU Flag, if you turn on USA Flag you loose automatically the EU status, that's indipending where the boat is berthed (EU country or not).
And to keep an EU...
