Assumptions are being made. Is your adaptor rs232 or rs422? Wire accordingly, but it should be 422 as that is nmea 0183 signaling - I believe without double checking.

422 is differential,...

And is one of the two nema wires a ground?
-If not, why is there not a ground wire.
- If so, did you reverse thier pin connections?

Aw, come on now. $5 bucks says you've got one of the data and ground wires in the cable converter to the laptop's USB reversed. Maybe from the factory (reverse vs straight or vice versa), or maybe...
