I just checked prices on Highmark, a Large provider here in PA and the highest price plan for 50 yr old nonsmoker was a about $520 without any subsidies.

I would imagine they would argue that if you did not establish residency somewhere else you would still be considered a resident of the US and therefore still liable for the fine or enrollment. Just...
