Actually the "fines" can be beat too. Just get your withholding amount to where you have no refund due. And if I understood correctly you can't be imprisoned either.

So it's all about finding a PRN(take as needed) loophole that fits ones particular needs.

I thought this thread was supposed to be about appropriate health insurance strategies for cruisers,...
