Die grinder time. Forget about how it is, focus on what you need to do to make it better. Making the holes bigger will let you see that you need to move the pulleys. Just changing the angle may help....

Different system but similar problems. I had to shim and move stuff to get it to run correctly. I ended up using plastic tree falling wedges to adjust the pulley mounts to get everything to run fair....
