16 GB is plenty for the app and Navionics marine charts (not maps). 3XG takes about 600 MB (i.e. less than 1 GB). The entire NOAA RNC catalog takes about 4GB.

I believe that is exactly what X-Traverse does. For charts previously purchased, the updated charts can be purchased at a reduced price.

Once purchased, iNavX does not expire. All future updates are no charge. Downloaded charts remain on your iPad and functional until you would delete them.

iNavX has no limit on the number of waypoints a route can have. Routes can be created a couple ways including tapping the chart..
