Not required in WA...

God if they had a Bachelor of Law they would be stupid to work as a cop

There isn't a single stated degree. Almost any degree will benefit you in getting into the police. Business studies as well as the social sciences and humanities are all favored.

Oh ok. So I guess if someone picks an easy degree, like bachelor of art or accounting, and can't get a job in the field they studied for, the good news is the police force will take them in! That's great

It's not an essential requirement in any state or Territory. Some like Tasmania will advertise year 12 or tertiary will enhance your opportunities. WA is having a real push on former police experience of 3 plus years in any commonwealth country. Even pushing for immigration to cover it. They must be short.

Re: COPS - what did they do wrong?

NSW Police require before graduation this. CSU's Bachelor of Policing is a course intended for police, and officers in law enforcement agencies with a policing focus, in order to enhance their professional policing practice and knowledge
Read more at http://www.csu.edu.au/courses/bachel...gFB4eql0dHJ.99

As for not having a trailer safety chain attached is an offense in Australia.

It's an offence in Australia to drive in a public street without a safety chain. NO ONE IS DISPUTING THIS! NO ONE

Re: COPS - what did they do wrong?

Lived for over a decade in a smallish Alabama college town.

Every cop on the beat had a degree in Criminal Justice. It was a requirement to apply for the city police dept.

Most professional and knowledgeable cops I have had contact with.

I see nothing in the relevant legislation (Transport Operations Road Use Management ACT, or the TORUM Road Rules Reg, or the TORUM Vehicle Safety Standards Reg) that requires this.

There is some reference in a published guide to towing (see below) , which is NOT legislation, but even it doesn't require that.

I am not disputing you may have been told that - but if you get a ticket for it, don't pay. Unless the officers concerned seized the item and had it tested there is no way they can discharge their onus of proof.

Of course if someone could point me to LEGISLATION (not public service guides and booklets) that is different to my view then I would be most appreciative.

Re: COPS - what did they do wrong?

This is from the Dept. of Transport and Main Roads pdf about towing. About safety chain specs and shackles.

Shackles may be in another paragraph not pictured, but I recall it said D shackle with load markings and no padlocks.

Tongue can't hit the ground if it comes loose.

Google search was "TMR safety rules".

Sorry, I'm up all night on anchor watch and killing time.

Re: COPS - what did they do wrong?

Well I guess I posted same info.

Not legislation I guess. Laws, rules, compliance, I don't know what's up.

Where did this Keystone Kluster occur again?

Re: COPS - what did they do wrong?

Yep, same document I quoted from (the para above) again though - No legislative provision to enforce this. The TMR can print what ever it likes, that doesn't make it law, and indeed even in their document it says you can do the right thing by buying a "reputable Brand"

I can see the charge sheet now

Billy Smith is charged that he, on the 1st day of january 2016 on Brisbane Road Brisbane in the state of qld did drive a vehicle to which a trailer was attached and the sfatey chain was some Super Cheap rubbish.

I would be very cautious with this advice. A few weeks ago someone pointed out that I was towing a trailer with a plain metal shackle and they are not permitted 'anymore'.. Well, I was a cop for 14 years (15 years ago) and I had never heard of this. And being an ex cop I wanted to see the legislation. But I couldn't find any. For the sake of an extra dollar I just decided to buy a rated shackle and put it on.

What I did find out is that there was a big push a few years ago at a National level to bring trailers and towing into Australian Standards. Thus, shackles have to comply with AS 2741-2002. Now as to how they are then placed into being 'law', can be complicated. I discovered in this state all the Transport Tasmania has to do is 'Gazette' in the Government Gazette which comes out weekly, that Bulletin 1, section 16 'shackles' now has to be complied with, and it's then required to be complied with or you can be fined.

It's done this way, throughout Australia, in order to avoid having the need for legislating on hundred of thousands of vehicle compliance matters, such as weights, lengths etc.

And as for 'evidence', no the police officer doesn't have to seize it. All he has to do is look at it and if it does not have the markings as required by the Australian Standards, then it does not comply and he notes this and that's it. The same as a bauld tyre, you don't see them confiscating them either. No need to.

This is the National Bulletin.

http://www.transport.tas.gov.au/?a=109707

And it's all coming from the Department of Infrastructure and Regional Development, which is Federal of course.
