I figure from the article that Rick Small donated the boat to some outfit, who tied it up to a dock or anchored it, and it broke loose. It was blown across the Atlantic with no one on board.

I don't know this Rick Small guy, but another possibility is that he wrote that and abandoned the boat somewhere, so he wouldn't be responsible for dock fees and disposal costs.
