I just don't see how you can be charged an importation tax? The UK is part of the EU and belongs to the same economic area? I can understand it if it was purchased in an area outside the EEA or EU.

In such a case you must bite deeper into EU laws. Available online. Mostly French to me.

The tax has been there before and never got removed. The EU was not built to allow the little ones dodge any old taxes. It was built to allow the big players to access new markets.

It does seem to me to be in conflict with the intention of the EEA though, which is to make movement of goods and people less onerous financially. It would be interesting to hear the outcome from the OP eventually.
