Now in my opinion, and I would have to side with the state on this one,,that if you moor some old piece of crap and you are not a "Full Time Cruiser" and you leave the old scow there to rot because you lost interest in it and don't want to pay for a slip, then I say you deserve to have it towed because it is neglected crap heaps that give them the excuse to promote their agenda.
