Ballast?

I have a Reinell 22 sailboat with a shoal keel. In the cabin for lack of better terms it has a foot well and a threaded plug on the bottom. When trailering the boat or moving it around I get water in the footwell I assume is leaking past the plug. Is this a water ballast boat? or do I need to drain it out?

The Reinell 22 is NOT a water ballasted boat.
Arthur S. Henry was the designer who patented the concept of extending the deck of a sailboat's cabin into the keel (footwell) in order to achieve more headroom. This was employed in his designs for many of the REINELL (later AMI AMERICAN ) sailboats.
After Reinell stopped building sailboats, they sold the molds to American Mariner (AMI).
