The picture is of a BOSCH type VE pump. Once you get the gear mesh timing markings lined up you rotate the body of the pump to get the right micrometer reading at the right flywheel marking. Then you clamp the pump down with its mounting bolts.

No. You rotate the body of the pump slightly then rerun the procedure till you get spot on.
