What is best for boat docs??

I know there are some experts out there on this subject so please chime in . Question. Thinking of buying a German Registered boat in French Martinque. I am a American Citizen. Vat has been paid. How should I register this boat ?? I will be cruising the Islands and sometimes keeping it on US east coast. Why cant I have a "flag of convienience like so many larger American owned yachts have . I have heard Import duty into USA documentation is 2% -is this true? Why not a Delaware registration with a Delaware formed Corporation? I want to avoid or minimize any state tax. I'm thinking maybe the already paid VAT tax will be useful should I go to Europe. Maybe I should just Register it in Martinique as they are part of France??? Help DR Pangloss??
