Visa Issuance in Tunisia

I am a South African national and am planning to sail to Tunisia coming from either Sicily or Malta. Noonsite (as is also my personal experience when flying in to Tunis airport) mentions that a visa will be issued to me upon arrival.

My question is am I restricted to certain entry harbours for the visa issuance?

The ports of entry (west to east) are: Tabarka, Bizerte, Sidi Bou Said, La Goulette, Hammamet, Kelibia, El Kantaoui, Sousse, Monastir Mahdia, Sfax, Gabes & Houmt-Souk.

The Pilot Book advises that 'South African/Israeli passport holders 'may' be refused entry'. However, I do know that a South African aquaintance of ours was allowed in at Monastir without problems.
