I dont think you have to worry about Mr. putin or Mr. obama turning off any navigational system their military forces rely on them for navigation. Now Mr putin turning off Mr. obama's or the converse might be a possiblity. Remember Mr Putin's system was the original Global Positioning system, though they were close going on line.
