Status of FCC RM-11708 & Pactor 4?

I’ve searched and can’t see anything really new since August 2016 on the proposed rule changes that would permit use of Pactor 4 or other higher symbol rate digital communications within the ham bands. Anyone know what the current status of this is?

Pactor 4 is currently not permitted within the CONUS for hams but where giving a waver during the Puerto Rico hurricane communication recovery.
