The Morad antenna comes in a 23' or a 28' version and is constructed of anodized aluminum. It is bullet proof. Of course you need a brace above the deck mount for stability. Morad makes the VHF antennas for the USCG roll-over surf rescue boats.

The Chameleon antenna is an 8' whip that does everything. This has been used as the bug out antenna for emergency field use; e.g., Haiti earthquake relief, and got very, very high marks. It is very flexible, light weight and black finish. The manufacturer is considering making a stiffer model in white finish for the marine market.

The KISS SSB counterpoise that Bill mentioned above is remarkable. There are more than 600' of different lengths of conductor in a tube that is about 10' long and 5/8" in diameter. And it works!

In my opinion the most unobtrusive, robust and cost effective (both in $ and in installation headaches) system for the OP would be the Chameleon V1 whip antenna and the KISS SSB counterpoise.
