Puerto Rican Boat Registration

The DNRA (basically land and natural resources) has reminded boats in Dakity, Culebra, PR that they must be registered in PR if they stay 60+ days in any one year or face a large fine. We understand that to register one has to pay an import tax plus two others amounting to well over 6% of the value of the boat! Many boats in these waters are documented or registered in other States, territories or even countries. "You still have to register." per the DRNA official.
Is this true? Where can one get the regulation in English? Officials here have a tendency to intrepret the rules to suit their mood or situation.

The people who run Puerto Del Rey marina in Farardo PR are usually very professional, well informed and bi-lingual. If a rule is threatening their massive marina business they will know.
