Import Duties on a US Flagged Vessel

My 58 foot cat was built in Peru which has a free trade agreement with the USA. It's flagged US but hasn't touched American shore since built 2 yeArs ago. Now I am told there may be taxes for importing if I go to St Thomas USVI or Florida? Any advice. Who can I get to give me some official statement on this. Email: ocean.Jedi "at" gmail "dot" com.
