We once went through with the UN in session and had to take the East Channel. There were lots of CG boats about including an anchored command ship. We had some anxious moments because the bridge wouldn’t respond to our VHF calls but it opened in plenty of time. They had obviously been tracking us - would have been nice if they had answered. But I bet they rarely open except when the West Channel is closed.

I wouldn’t hesitate to transit when the UN is in session.

There have always been free transient moorings in Manhasset. Yellow moorings. I'm planning to be there in a day or two so will confirm. Otherwise easy anchorage on the east side of City Island. Nice protected spot.

City Island YC has moorings available. Very protected. Or you can anchor.

Manhasset moorings are a good jump off. Either down the east river or on to the LIRR.

Absolutely check the UN schedule. It is no fun holding position at Hell Gate in 4 knots or more of current while the UN does... whatever they do...

I have done this trip many times
Do yourself a favor and plan on going thru Hell Gate at slack before ebb
when southbound. By all means stay in Port Washington, Great spot
Leave yourself about two hours from PW to Hell Gate.
It’s a pretty fun ride with the ebb down the river.
Pick up an Eldridge tide and current guide.
The expanded ferry traffic in the east river is insane.
You should plan on motoring from the Throgs Neck till you pass by the end of
Manhattan. It’s not that you can’t sail but there is just too much other traffic
to make it fun.
Things can get wonky in the harbor. I once had my northbound trip
completely disrupted because of a jumper on the Verrazzano Bridge.
Cruising by the Statue of Liberty is something special.
Good anchorage just inside Sandy Hook

Port Washington Municipal moorings are free for three days. Launch service charges a fee.

Just a heads up, commercial traffic will transit Hell Gate about 1 hour either side of slack. Stone tows and recycling shows will go anytime. You can monitor NY VTS on channel 12 to keep an ear out for commercial traffic. It's been pretty slow lately but that doesn't mean there won't be any traffic. Also commercial traffic doesn't monitor channel 16 in the harbor, you'll have to get them on 13.
