You could try contacting Gene Gammon at info at irwinyachts dot com. Gene maintains the Irwin Yachts site. I looked at the 38CC owners' manual but it isn't that detailed.

Is an Irwin 38CC so special that a local rigger couldn't recommend stay tensions?

11% of breaking strength

EDIT NOTE* This is a starting point of reference.. a static tune is just that...no way will it replace an on the water tuning...for that you have to basically through the gauge away anyway.

1) Get your mast in the right position...Pre bend, rake and everything.
2) Get it straight
3) Keep it that way while static tensioning at the dock
4) Go sailing hard on both tacks...leeward shrouds should be noticeably looser when jumped but not much in the way of visually looser...Mast should stay in column

If you made tighting adjustments underway...recheck at the dock to make sure your not overly tensioned to much....but my theory is if your rig needs the tension ..it needs the tension....could be other issues such as a flimsy hull...Im having that issue, so Im tying the deck and keel together with tie rods to keep the deck from crowning which in turn allows the hull to squeeze and narrow.
